Sending an ATACMs instead of a Storm shadow will be a lot more efficient. ATACMs cost half as much as storm shadows

"There is a lot of ATACMS" Well, yes and no. Total maybe but there are several types of them, some more useful for UA, some less. And the kicker is: they are not manufactured anymore and there are confused opinions if the production can, may, will or not be restarted.
Part of the opposition to sending them to UA was that US needs at least some of them and cannot make more of them.
Of course Ukrainian war is rewriting some US/NATO tactics and strategic doctrines, USA/NATO seems to found itself in deficit when it comes to artillery and rocketry, these shortfalls eventually will get addressed and then we may see more older stuff coming UA's way …
I can speak on what Biden thinks but how I foresee this changing the war is you can build 3 to 4 atacms for the price of 1 storm shadow and drones only cost 16000 us dollar's if you launch a hand full of drones and 2 storm shadow it will overwhelm Russian air defince and the storm shadow hits the targets now add 6 to 8 atacms to that it will be devastating for the Russian army and Navy 🎉Slava Ukraine 🎉

About the F-16's, talking as a Dutchie here.
The Dutch 42 F-16's are F-16E/F (Block 60) models, which are mid-life upgraded models with tech from 1998.
So, basically as good as whatever the Ruskies have been "flying".
