Since the difference between voxel and pixel is that voxels have volume, it doesn't matter how small they are, they are still voxels. The game just looks like simplified polygons from what I can see though.

Voxel is a contraction of Volumetric Pixel so yes it's a Voxel game.

A voxel (volumetric pixel) isn't about on-screen size. A voxel can be any size, but it does need to have a volume (be a closed 3d object): like a tetrahedron, cube, pyramid: anything that has what you might call a front, back, and sides. A pixel is a 2d object (usually a square) so is not a voxel.
