By no weapon upgrade I mean no Duke upgrades. This save file wasn't made to record this video, but to test 10.000 Lei way which is basically buying one inventory upgrade. I got extended magazines for handgun and rifle on the way here. I'd take them out if I could. It doesn't affect how the fight works.
