I think the a good counter to the Chatham (and the rest of the Venus class) could be a Hybrid DD with 5.9" guns. Should be relatively cheap enough to deploy in numbers and small enough to build quickly while being powerful enough to duel the British lights and have a decent chance of winning.

Love the export builds❤ both decent ships love how you rebound from the early campaign glitch would love to have seen how it would have played out but really excited for next campaign

I'd rework that 32Kt BB with a 3 2 3 layout for main guns and a secondary barbetted quad 5" turret.
2" guns are weasly for this era
