Not sure why people keep saying China still spends less than USA. China doest gave to spend as much on R&D if it is able to steal a lot of tech. That means every penny it spends actually goes to the weapons instead of the R&D. That means the USA is way behind because their money goes much further with their labor than the USA. They probably have way way more better stuff in mass production. Doesn't have to be the best if it gets the job done in volume.
