  1. Three prominent Libyans have said the International Aid Agencies will have to coordinate their relief programs amongst themselves. Libyans have absolutely no experience or expertise in Search and Rescue missions. International Aid agencies can not and should not allow national or local governments to oversee the relief aid. Libyan governments at all levels are not up to the job. They are too inept, disorganized and incompetent to be of any help!! They suggest that the Libyan Central Bank release millions to the International Agencies directly. But could this really happen?
