First, let me say, I have no idea whether or not the utility lines in this video are publicly owned or privately owned. Either way, their presence DOES NOT provide "public access". Utility entities, public or privately owned, very rarely own the property that they cross over (or under). The owner of the land the utility facility occupies has, in the vast majority of cases, granted a "utility easement" in order for the utility company to have access to the property for purposes of construction and maintenance of the facilities. These "easements" DO NOT grant the public access!
