The reason 40k needs to block damage spillover is to prevent anti-vehicle weapons from being the default best option, since they have high damage which would destroy infantry too quickly. Anti-vehicle = high strength + high damage Anti-infantry = medium/low strength + low damage + high volume Its A dynamic, but I wouldn't want it in AoS.
Regarding the roll off versus drops I wish they would combine the two. For each additional drop you add one to your die when rolling off, the lower result gets choice. So if you out drop a little you have a little advantage. Out drop a lot have a big advantage but it opens the risk reward for list building
