A former Utah County Sheriff’s deputy charged with manslaughter in the death of a BYU student signed a plea agreement on Friday.
Joseph Richardson, 54, was charged for the March 18, 2021, death of 22-year-old Joseph Spencer, who died when Richardson’s vehicle slammed into the driver’s side of Spencer’s car as it was exiting a Taco Bell in Provo.

Extremely sad and unfortunate. I am going to identify as a police officer if i'm ever involved in a traffic accident.
This accident is a tragedy that should have never happened. At least 4 things contributed to it. It has been devastating for the Spencer family. It's also been devastating for the Richardson family. Joe has spent his life in the service of the community. For him to not be able to continue doing that knowing what he knows now would be a further tragedy.
