PRC claims SCS since the 50s but was never able to start to enforce it's claim until they had developed a blue water fleet in the early 90s. That's is a good 40 years in which they had never exercise their sovereignty in the area. Those 40 odd years were the most peaceful for the Filipino fishermen. This raises an interesting question: can a country claim sovereignty without being able to exercise for a long period of time? If so every country, especially the powerful ones can lay dormant claims on other territories though historical ties and when they have the muscles to enforce their claims, it will create unnecessary warfare and disrupt the peace in the world. IMO, ownership should lies with those residing there.
It is also interesting to see how PRC would treat those territories annexed to the other countries such as Russia, India by the previous government and dynasty. Note that PRC claims HK despite it being ceded to the UK by the Qing government 'in perpetuality' so there is no guarantee that PRC will not do the same when it views that it is powerful enough to enforce the claims and these territories are substantial.
The PRC also claims SCS via as a successor state to the ROC. This is problematic as firstly the ROC still exists. It's like the father still exists but the son already lay claim to the family estate. How laughable. And secondly, since the claim is via the successor state, shouldn't the primary claimant be the ROC (the father) and not the PRC (the son)? The father has not spoke much on the issue but the son keeps making noises. 😂
