He's wrong, it was not disingenuous. It was outright illegal, multiple laws were broken. There should have been an immediate police report by the driver of the vehicle and all other attending officers. The property owners should have received an unsolicited copy of the report if they were not present when it occurred. Sounds like there might be as many as 1/2 a dozen policemen that lose their job over this starting with the one that was driving the car. Jail time for leaving the scene, that's a felony. I smell COVER-UP, how high does it go?
With all the different issues, it may be time for the state of Missouri to take back oversight of the St Louis Metropolitan Police Department. It appears corruption is gaining a foothold again.

At minimum the church needs to file a claim against the city for full replacement value/reimbursement
Shameful! The board of police commissioners, chief, internal affairs and mayor should be all over this. How can they be public servants and be trusted by the public when they don't even hold themselves accountable for things like this. No one cared enough to take this matter seriously until Channel 2 got involved. Please hold yourselves accountable to regain the trust and respect of the public. You have a lot of work to do, good luck.
