The biggest unknown to SpaceX's chances of making their timeline is Governmental bureaucracy! We are now waiting on the environmental study to be done. Why did they wait so long before starting their work?
I have the impression that this is the first time we are seeing a very conservatively estimated timetable. When the approvals finally come through and no more fart has to be approved now, I think we will see a starbase in space much sooner than in 2028.
FAA is just passing off the problem to fish and wildlife to take the heat off of themselves. I expect it will turn out that the legacy aerospace industry is pushing the admin to slow Space X at every turn.
