I think the whole process from ores to welding is a faster process. You collect ore and dump it in the big crusher. With the container from the rover stored in the big crusher, you print everything you need and store it in that container. Load the container onto the rover, drive to the job site and weld everything up. Job done.
From what I have seen when putting solar panels down, you have to be far enough away from another object’s footprint and you have to be far enough away from the solar panel for you to place it. I think this is true for any building you are trying to put down.

The reason you couldn’t build the next well was because it was too high. You moved around and it dropped down one notch and you could build it.
