Hey, just adding in some input. Im actually running 250 con 200 str, and I've actually yet to see a 300 str 150 con build beat me or someone with this setup. All of the good players have been swapping gradually on my server, then running heavy or medium, in my experience they are literally unstoppable in a 1v1. And i used to religiously run 300str 150 con and wasn't beat till i bumped into someone in this build. Maybe give it a go?
As for the pvp gear resilient bug, its actually ONLY with the pvp gear. Once you move on to voidbent (600gs legendary gear) or other gear with resilient you'll begin losing that total damage reduction. For some reason it is only the pvp gear producing this bug. I've not heard about the onyx gem issue but good to know. Also with the reap talent, a lot of people have been dropping the last attack after discovering it is incredibly easy to get free crits in on someone using it. However, apon doing that if you run Gravity you will deal zero damage with reap. I would personally only drop last reap attack if i was tryharding 1v1s. Also, try and get your 580 GA from max lvl mastery quest. That raw weapon damage increase has been pumping out more damage then special perks in our testing. Also, light armor damage increase comes out to roughly 17%~ and medium to about 7%~. Atm you can also become invulnerable by wiggling your game window when tabbed out.
99.9% sure MorrolanTV tested onyx gems on his stream a day or two ago and found that the onyx gems were in fact NOT bugged and working as intended. He tested it vs a fire staff and with or without the onyx gems the damage taken was the same. Unless there is some other factor making them be bugged.

I think if you are running gravity you need Fatal Attraction for Reap to actually do damage
