It is not a bug. Oh boy you just made a video about something that is very commonly known. You got that XP when you leveled your skinning. Pay attention to your own vid and you can easily see that is what is happening. You will stop getting XP from skinning like that when you get to level 200.

This isn't a glitch, damn it. Was actually hoping it was. Unfortunately like @Keeves said, this is intentional – once you get to 200, the XP falls off and drops to a normal rate. Tres Campos hounds/wolves get you to 200 in about 2 hours.
not an exploit. Working as intended. been this way for 3 years. There are bison in restless shores that give 1900 xp per skin .
So it does appear we jumped to a wrong conclusion. However I am still confused as to why the person with the higher tracking was getting less xp per level up?
