Not at home right now but for hemp and herbs I go to the fields by the hermit at the fishing docks. I think everyone has the same quest. But where the bison are there is tons of hemp and herbs, with a musket you can get alot of hide from bison as well and they give good xp for skinning, although bison are very contested.

For that area you can't reach while mining, aim at the corner to your right and you'll jump up on ledge.

Go due west of windsor and go through the forrest till you get to a large open field. Lots of hemp and many other resources
