It's not a bug if it was mentioned and intended to happen as stated in the update notes. "Fixed an issue where shield attribute bonuses were only applied when the sword and shield were unsheathed. You still need to have a sword equipped in order to gain shield bonuses." It does make sense though as the sword and shield are a team and if you have the sword equipped in the slot then you should also get the shield bonus attributes. You have the sword equipped so the shield is equipped. Not just when unsheathed with the sword. It maybe too much though. Time will tell.
i think you only getting 15 con pts from the shield not 16 when using 2nd weapon
it's the armor rating not added when sheating the shield so your physical armor is lower, then the 100 con node add health equal of 10% of your physical armor. So you basically have less health, try it with different type of shield.
