"including 3 Navy personnel", you mean the three fools seen at 00:17 joyriding the boat? All due respect to the armed forces, but you need to admit it, they were out for a joyride and couldn't handle the boat.
Why was the testing done by the navy in such a congested section of the sea….. were safety procedures followed and if so do they need to be reviewed. How about passenger ferry did it have life jackets for all… was it over loaded… both need to be thoroughly investigated and reported to people without prejudice.
