National Security Advisor Jake Sullivan on Fortifying the U.S. Defense Industrial Base



On Wednesday, December 4, at 2:00pm ET, at the Center for Strategic and International Studies, National Security Advisor Jake Sullivan will deliver an address on sharpening America’s war-fighting edge and fortifying the U.S. defense industrial base—one of the most important aspects of America’s security and prosperity—for an era of strategic competition.

Informed by the experiences of Russia’s full-scale invasion of Ukraine, the rapid advance of new technology, and the changing character of the strategic landscape, Mr. Sullivan will share steps the Biden administration has taken to rebuild the U.S. defense industrial base after decades of under-investment and the work that remains—at home and with allies—at this high-stakes moment. Mr. Sullivan will join Seth Jones, president of the CSIS Defense and Security Department, for a fireside chat following his keynote address.

Jake Sullivan is the 28th Assistant to the President for National Security Affairs (National Security Advisor). In the Obama-Biden Administration, he served as Deputy Assistant to the President and National Security Advisor to then-Vice President Biden, Director of the Policy Planning Staff at the U.S. Department of State, and Deputy Chief of Staff to Secretary of State Hillary Clinton.

  1. This US President advisor is a clear and present danger to the security and safety of this planet. He has failed to deter by deliberately slowly providing arms and failing to keep promised logistical supplies. As for they inherited Trump v1 low manufacturing, that’s only 4 years.. it was weak under Obama. Then he admits 4 decades of neglect.He is a politician, NOT a strategic defence advisor.

  2. Thank you Mr. Sullivan for your excellent overview of our weapons systems. I like that we're upgrading.

    The problem is Active Measures, the psychological warfare weapon Putin and his Mafia inherited from the Soviet Union and is using against us and the rest of the worlds innocent peoples. It is a weapon where Putin and his Mafia ambush authority figures and use them to entrap subordinates, allowing Putin and his Mafia to seize control of our weapons, people, systems and country on 1/20/2025.

    Variations of Active Measures are seen in the destabilizing of Japan, South Korea, Georgia, America, Germany, France, South Africa, multiple African, South American, and Middle East countries, Haiti, Sudan, Gaza, Lebanon, etc. Countries under attack but resisting include Ukraine, America, Germany, France, England, Canada, Australia, Georgians, Finland, other NATO-affiliated countries.

    Individuals in governments partially controlled by Putin and his Mafia include China, India, North Korea, Iran, Israel, Hamas, Venezuela, Cuba, South Africa, Yemen, multiple African, South American and Middle East countries. This list is by no means complete, many countries have been significantly penetrated by the Russian Mafia, especially cartel and gang dominated countries.

    Putin also largely controls the worlds mainstream media which is why you've seen no articles in mainstream media accusing him of murdering, injuring &/or starving 2 million Palestinian civilians while deploying proxies to blame Americans for the humanitarian crisis in Gaza. Putin started the Israel-Hamas War to install his preferred candidate into our Presidency on 1/20/2025.

    This all bodes ill for my people and the worlds other innocent peoples.

    I beg President Biden to use our weapons to rid our species of Putin and his Mafia. I know our President does not want nuclear war or any war because of the horrific loss of life to Americans and to other innocent people. However, Putin and his Mafia are determined to rule the world. They will slaughter us unless we defend ourselves.

    They'll do so by seizing control of our government & turning it loose on us, in a variation of how they installed Hamas as the government in Gaza decades ago then unleashing them and compromised Israeli government officials, on Palestinian civilians.

    The quality of life Palestinians, Haitians and Sudanese civilians are experiencing is Putin's and his Mafia's plan for American civilians. To evade that horror, we must be willing to fight a nuclear war where many innocent Americans will be killed by Putin and his Mafia. But if we fight some Americans will live.

    As an American who has been covertly attacked by the Soviet Union, the KKK, the Russian Mafia, and/or Putin for 54 years, starting when I was 11 in 1971, I beg my government to reconsider our anti-nuclear war policy.

    Death is the only way Putin and his Mafia will stop attacking us, our children, our allies, and the worlds other innocent people. Nuclear war is horrific. Putin and his Mafia intend to murder all Americans over the remainder of Putin's life. He considers it his gift to Russia.

    We either defend ourselves or we let Putin and his Mafia pick us off at their leisure.

  3. The problem is Putin wont stop when America defunds or slow walks aiding Ukraine. He started an illegal invasion under false pretexts. Just to secure a land bridge to Crimea which he also stole. He made up the pre-text about Nazis and NATO somehow being a threat.

    His revanchist schemes are to push as far west as he can get away with. If allowed as far as the Danube and Vistula. Under The 1946 UN Charter all sovereign state borders are to be respected. Territorial disputes must be solved by diplomatic means not expanded by force of arms or coercion. Each state is free to make its own security treaties without external interference or coercion. Also warfare is justified for self-defence only which is what Ukraine has done. It is hitting the staging areas, command posts, launch sites that have been hitting Ukrainian cities and innocent civilians.

    So you think it’s not an escalation for Putin to use Iranian drones, Chinese missile components North Korean artillery shells, and North Korean troops. But people like Tucker completely freak out if the Ukrainians are allowed to strike back. So far no nukes. Funny that. Putin knows fully that to do so means living in a concrete bunker under the Ural mountains the rest of his life. The empty nuclear threats are from state media and diplomats not evidenced by military communications and actual pre-deployment. Therefore it is all horse shit.

    To defund Ukraine is moral cowardice. The 1993 Budapest agreement signed by America supposedly guaranteed Ukrainian security in the event of an invasion. Thats not worth the paper it’s written on. This moral weakness and isolationism has ramifications in the rise of other autocratic regime’s like Iran, China in North Korea. Defunding Ukraine will just increase the chances of wars and eventual US entanglement in them. It will come back to bite you.

  6. How can the United States not have this capability already, we spend and have always spent more money on the military than the next five countries combined? Where the hell is $800 billion going if not towards the military and you know production. I know it's not big money to be a soldier in the military LOL.

    Americans whom I respect from the bottom of my heart

    Thanks to all of you for protecting the freedom of this country

    I live in a liberal democratic country, South Korea, enjoying freedom.

    First of all, thank you very much.

    But now this freedom is at stake.

    It's no longer what it used to be.

    If South Korea's President Yoon collapses,

    South Korea will be an anti-American communist country.

    The Democratic Party of Korea currently has a 190-seat majority.

    Sadly, however, they are not a party for democracy.

    It's only the Democratic Party by name.

    They want communism.

    A little bit is fine with moderate communism.

    But they're completely pro-China, pro-North Korean, communist.

    Do you know what the Democratic Party of Korea did?

    The budget was made at their disposal.

    They cut the budget for nuclear power generation.

    And they increased the budget for the solar energy industry (made in China).

    You know what this means even if I don't tell you, right?

    Not only that, they cut the budget of all the policies of the country.

    In particular, they usually pretended to be for young people.

    Hypocrisy, they cut the government's youth support budget.

    They cut the prosecution's and the president's special activity costs entirely.

    But funny enough, they have increased the salaries of the lawmakers themselves.

    They also opposed the law of catching Chinese spies.

    There are many spies from North Korea and China in South Korea.

    It's a very dangerous situation right now.

    And yet they were against it.

    They have already blocked the investigation function of the NIS.

    They are preventing the country from investigating drugs or spying.

    They seem to be intentionally ruining the country. For North Korea.

    None of this is in the news.

    Broadcasters also support the Democratic Party.

    They don't broadcast anything against the Democrats

    The Democratic Party of Korea is no longer the Democratic Party of Korea.

    The Democratic Party has changed since Lee Jae-myung became the party leader.

    Lee Jae-myung did not resign from his leadership post even though he was accused of a felony.
    He used his position as party leader to fight against the law.

    Lee Jae-myung should be punished for this alone.

    However, he had the audacity to use his party members as his lawyers until the end.

    And he used the majority advantage of 190 seats for himself.

    As a result, the Democratic Party of Korea continues to do nothing but harm democracy.

    Lee Jae-myung is called a father by party members.

    The party leader is called a parent and sheds tears.

    It's similar to North Korea. It's creepy.

    The party leader of the Democratic Party is a felony suspect on trial

    Party members work together to protect him regardless.

    I'm impeaching the prosecutor investigating him

    I cajole the judge who judges him, saying he will give him more budget.

    They voted for 25 impeachments in a year.

    They do everything possible because they are in the majority.

    They abuse the position of a 190-seat majority

    They are crippling the state of affairs.

    They blindly protect Lee Jae-myung.

    And it interferes with President Yoon's duties.

    Eventually, the president declared martial law.

    Maybe this is a president who lost his arm and leg from Congress

    It may be the last SOS sent to the Korean people.

It would be really helpful, if, the message was real clear that support for Ukraine, for all its faults and delays, comes largely from older existing stocks and that much of the "support going to Ukraine" is actually being spent here, in the US, on rebuilding a BETTER mix of weapons as a replacement for us, and our allies to use. Absolutely there were and are shortages – no one except perhaps, Ukraine and Russia expected to be fighting an artillery war. But the reality is that a stockpile has to have both exquisite weapons and mass, whether mass is 155mm, and/or cheap swarms of networks, AI human-in the loop drones dropped from cargo planes. And please we need more F15 EXs to go with our F35s and exquisite F22. And…those beautiful air-lift-able Bradleys. Anyway you get the point. AND MOST IMPORTANTLY – Ukraine is buying us so much needed time. I hope we do not waste the gift of the lives they are sacrificing for us.

  9. I want to know why the US government spends so much money on military equipment, new stealth, hypersonic missiles, and such! But when we need to deter Russia from invading another country. We said, No, No, No, we can't make Russia mad because Russia/Putin is going to use the nuclear bombs. The US couldn't even deter the Houthis rebel group right now. Why does everyone seem to think Ukraine escalated this war? Russia invaded Ukraine in plain sight! Putin and his government smile and enjoy every moment in front of the camera to address the world. Putin is controlling the whole world in his hands. Millions of Ukrainian lives were decimated and killed, and yet everyone seems to think Ukraine is escalating this war! Russia's government has always said that the US/NATO is reckless, but with or without nuclear warheads, Russia/Putin is the one who pushed the red button a few days ago. This shows that Russia cannot be trusted with anything. Do you think if we, the free world, would surrender to Putin right now and there would be no nuclear war forever? Do you think everybody will live in peace and prosperity? Think wisely! That was three decades ago; the US, the U.K., and Russia would guarantee Ukraine's security in 1994. In 2022, Russia ignored all agreements signed and invaded Ukraine because it had nuclear bombs. Whoever has the bigger guns/bombs will win! Putin does not just give weapons to any country. Russia/Putin gave nuclear technology to North Korea and Iran to destroy the world. Kim Jong Un is another madman who could destroy this planet if he has nukes! Whenever the next war comes, it will be uncontrollable; NOT Even GOD could help this world! The world will not be safe with Nuclear weapons in the hands of the madman! Only one man, Putin alone, can destroy this planet in a second if it is not contained. Is everyone ready for that? Oh, don't forget that if we surrender now. Russia will want to take back Alaska, then what? Are we going to hand it to Russia, or will we face Nuclear war?

  10. Appalling!!! To watch Sullivan laud his policies as Ukraine is being crucified almost makes me physically ill. Talk about an arrogant, tone death, self-serving lack of imagination, he takes all the prizes. (His pasted hairdo says it all!!!) And of course there was the Afghanistan withdrawal and his comments on the stability of the Middle East. It is very likely that he is going to go down in history as one of the world's greatest geopolitical failures!!

Failed incramentalism policy, failed production policy, 'as long as it takes' is now give up all occupied territory for another worthless Budapest memorandum agreement, no NATO membership, neutality, lost natural resources worth trillions. What's in it for Ukraine:Nothing. Appeasement and capitulation. Give Ukraine tomahawks and AGM-158 system now. Stop whining about billions, when trillions were spent on others lost wars. Weak and fearful. Ukraine falls, Moldova will fall as well, after Russia rearms. Ten F-16's is tokenism, all with old radars. Gen. Hodges is right, The policy should be Ukraine to win, and give them everything to win without another LBJ, micromanaging policy. Deterrence was lost. China will be emboldened now.
