A German Govt spokesWOMAN said it would be 'illegal' to transfer Leopards to Ukraine without German approval. Rhinemetal have stated that even if the Govt agreed today to the transfer, it would take until 2024 to make them 'war ready'!
'blocking roads and slow march' is a very vague description. Any sizeable group of people assembling or going somewhere, irrespective of how fast they walked, would block a road for some length of time – and so would fall foul of this definition. Thus they could be deprived of the basic legal right of all British citizens to 'travel the highways without let or hinderance;'!

Rheinmetal is currently engaged in the general overhaul of Marder for Greece. 20 of these have now been diverted to Ukraine. However, this means that no capacity is available for the general overhaul of Leopard and Leopard 2 tanks. The general overhaul of the tanks takes 6 months. They will be delivered in 2024 at the earliest.
Rheinmetal has hired 1200 new employees.

So Rheinmetal is ramping up production capacity significantly… only the demands of politicians don't seem to take into account that this takes time and you can't ramp up at will.
