  23. A "developed" nation has different taxing structure. Schools and municipalities are run by local property taxes and consumption taxes are kept lower to reduce pressure on lower to middle class citizens. India is lacking a comprehensive way to locate and assess all buildings in a municipality through a locally appointed/elected board. The tax rate in the real property can be set as a fraction (say 1 or 2%) of the assessed value of the property per year. Those monies can help the cities pay for schools, infrastructure devlopment, water, sanitation, etc. If a person own a given number of houses, plots or flats in a city, they could be taxed using their assessed values. This can lead to lowering of the general excise tax (consumption) tax and push the tax burden to the rich from the middle class.
