The speech check here is notoriously high. In fact, it’s higher than end-game speech checks in almost the entire series. The paragon speech check is especially higher than the renegade path as well (12 charm points vs 10 points to intimidate). To unlock those addition 2 points you need about 75 to 100 more accumulated paragon points from conversation which is just not possible this early on. However, it was also in my characters nature to prioritize saving the Feros colony.
Consequently, I went back and re-played Feros from an earlier save, but not before I used an exploit on Noveria to level my Paragon. I seem to have lost the majority of Feros in the process, but I managed to grab this fairly rare line of dialogue in the process.
The rest of the Let’s Play on this character will pick up at the boss fight in my original playthrough (without having used the exploit).
