I like your thinking. I standardized on Waterman Serenety Blue (formerly known as Waterman Florida Blue). I have about 1/2 bottle left of Florida Blue. I like it better than Parker Quink Blue just because to my eye, it looks a bit more vibrant and it has a red sheen that I like. Otherwise, I would probably not mind Parker. Blue is my favorite ink color so I tend to be a little bit fussy about my blue inks. The other thing about Waterman is the shape of the bottle allows you to stand it on it's side for when the ink levels get lower, it makes it so you can still fill a pen the traditional way. Not that it will mater much for you since you will be eye-droppering those Papermate pens. Coincidentally, those pens remind me of the Pilot PeTiT fountain pen which seems to be out of stock everywhere.
The pen looks like a great pocket dropper. Great video!
A test tube rack for pens is genius! I had a pot on my desk with a few pens – one was a Jinhao X450 which is enamelled metal, and rattling round in the pot knocked some chips out of the paint. The rack would keep them safely separate

Haven't used Quink for over 50 years, didn't even realise it was still around! The bottle hasn't changed at all but you're right about the label not being as nice. Blue-black was my favourite but haven't used a fountain pen in years. Maybe I should give it a go…
And as a former professional lab-rat, I can tell you test-tube racks are handy for all sorts of stuff!
BIC 4s are legend. I use a short "hacked" customised BIC 4 mini with one chopped slim black refill and a similarly cut neon refill.
