You know there was a direct clue that Dawn was the whistling man at the 9:40 to 9:50 mark when Dawn said “You do have it. It is just outside the window.” Remember, they told her it was thrown out a week ago and weren’t sure it wasn’t still there. Dawn was confirming it still was. How can that be if she or her son saw it still there. It has to be because when Forrest goes into the alley, he sees the whistling man still standing at the end of it. Why didn’t the whistling man attack the station then?
