According to this book, people rise (are promoted) until they reach their level of incompetence, or, the cream rises 'til it sours. If you are competent, you are likely to rise above them. If you've reached a level at which you are incompetent, you are not eligible for promotion but not eligible for demotion because that would make whoever promoted you look incompetent.
