I figured the second set of stairs were being tested and check to make sure everything was right on them to be used on a secondary or third launch platform. It is cheaper to have a contractor build several sets of cat walks or stairways if you know you're going to need them later all at the same time instead of having them come back over and over. This is done over in the oil and gas industry. And you get a better price on the materials ordering multiples all at once, while at the same time avoiding supply chain issues at a later date. 👍🏻

On the subject of the sprint-crawl pace of development at Starbase, I can't help feel that this might be a reflection of when Elon is and isn't devoting his attention to Space X, versus his other ventures (Tesla, Twitter, Neuralink etc) … 🤔
