After the initial cutscene, follow Lt. Salter through the building and up onto the roof. Pass through the Fleet Week festivities to reach the transport ship containing the E3N device and trigger a cutscene.
When the cutscene ends, complete the QTE to eliminate the two SDF troopers on the wreckage. Climb down out of your ship and pick up the Karma-45 SMG off the ground ahead of you.
