The kid is Mr Peterson son
Mr Peterson(the neighbour)he locked his kid because he was paranoid and then the other neighbours called the police then found his hide-out then he had to go to the sumeam(the museam)and lock him inside again.
The reason the kid ran over to neighbour is because if you read the books you learn that his name is Aaron and that he is in fact the neighbours son, the little girl is his sister and I think that this happens after he and his friend pranks a shop owner, ends up getting arrested and he neighbour keeps him in his room and you are playing as his friend trying to rescue him I think.
