The Russians are already committed genocide and have broken nearly every humanitarian law, so what kind of ESCALATION are western leaders afraid of that keeps them from giving Ukraine jets? If the Russians were going to use WMDs in response to aid they would have done so when US javelins scrapped more than half their tanks.
