If raid weekend starts friday and ends monday then why that time remaining? What does it mean? That the team have 1 hour or 2 to makes attacks?

Why can't I attack in raid it just says "you're not in a raid" even though I literally just press "start raid" and manage to find an opposing clan. I can't even scout the districts, is this a bug?
A maxed Clan Capital already??!! How is that possible in 1 week? Either it's the developers, or a LOT of $$$ was spent. Our Capital is just barely level 2 and our clan is pretty active….
