Didn't get the whistle until the 1 in front of the castle.

Just to clarify FromSoftware states – "Note that Melina will appear at several predetermined Sites of Grace besides this one, so you may encounter her elsewhere first if you explore other areas before visiting Gatefront"
So Melina will always appear at the Gatefront Ruins Site of Grace, so head there first, but you may find her elsewhere as she seems to appear at several predetermined Sites of Grace besides this one.
