So I want to add more information that I learn from Japan Livestream. You can use "certain" item to do Belial Fusion for example: Gomura + Red King = Skull Gomura (this is kaiju fusion form that Belial use in Ultraman Geed). I still don't know what item exactly that we need and do the game have other than Skull Gomura since developer want us to find it by ourselves so this is all I can share.
It would be fun if there was a video showing and explaining all the pure breed monsters

NOTE!!! — in UKMR: Fusions are seeded / Static by the week you combine on. I know you mention it but it can't be overstated 🙂
The % is a lie, similar to original MR1 combination. So, if you keep getting the same monster over and over through Fusion, try progressing time by a week or longer and try again.
I am confused because I fused a baltan alien with a santa red king and ended up with a weaker baltan alien I thought the stats were supposed to be inherited so I am confused as to how that works.
Now that I noticed:
It's kind of weird though that UKMR's fusions are %-based instead of being a fixed form like Monster A base) + Monster B sub-color/design.
Not sure if this was a thing in older Monster Rancher games, but I played the DS title and its always either a compatible fusion or the "-ish" forms (which you need to unlock special fusions anyway.
