You guys NEED to watch the documentary "The Pentagon Wars" for how the government does acquisition and testing.
Government contacts are no longer required to go to the lowest bidder. Now they go to the best bidder, so it takes into account how well each bid actually fits the requirements of the contract.

The newer Ford Taurus SHO police interceptor are pretty good but not too many state/counties have the SHO version.
I work for a medium sized municipality. All of our snow plows have other functions in fair weather. We also have trucks that have a multi function roll back that can have a salt spreader, leaf vacuum, dumpster and more. Our street sweepers are the most expensive and mostly commonly broken truck in the fleet. Fire trucks are up there on price but the fire guys take such good care of them that a unit from the 80s looks as clean as a new one.
