It didn't become the world's number 1 power. Far from it. Barring raw silk production (which was very lucrative until 1925 when rayon production grew rapidly), by just about every metric Japan lagged behind. Food production, industrial production, electricity generation, size of military, kilometres of rail and paved roads, GDP, GDP per capita, value of exports, literacy, etc. Life expectancy had improved, though it still lagged a bit behind Western Europe. In 1908 it was 43 years whereas in 1901 it was 45 years in Italy. Indeed it caught up with others, even surpassing some; for example just prior to WWII it had the world's third largest merchant fleet. And Japan had electrified much of the country using its domestic coal and hydroelectric dams.
