Water over the Heavens.
The water here wants to move, rain, down while the heavens want to move up.
The conflicting energies will run their course and any action that takes advantage of the creative, the heaven at the bottom, will succeed in pushing through the waters at the top.
There is inner strength here in the form of the heaven waiting to be released upward.
Waiting with sincerity and patience brings good fortune.
