Certain Collision/physics will often be deactivated for efficiency in certain scenarios (like when you aren't moving) where the devs didn't expect them to be needed at all. So your car would go through moving objects if it's completely stationary when the moving stop sign comes up.
Just make sure your car is moving slightly before the sign comes up and this won't happen 👍
