Hera trying to “strike a deal” with Cthulhu would be like a human trying to strike a deal with a tornado or a tsunami in trying to take control of it and telling it where to go and how much damage you wanted it to do. Cthulhu would almost certainly be like a raw force of cosmic nature and completely beyond her control, regardless of her status as “Queen of the Gods.”

  4. Cthulhu being kept under wraps isn't shade on Cthulhu, it's show of Hera's power. Cthulhu doing his thing means he since shook free of Hera's power, show of power on his part… also explains why he "slumbers" and just does psychic things until he's unleashed. It's also a clever twist on a modern story of Greek mythology with two versions in movies, Clash of the Titans, of the gods using the Kraken. I could go on, but you get the idea.
    The story does kind of nerf-down Apollo… making his being the sun god a reward rather than his divine birthright.
