DM's words only make it more likely that Russia will in fact nuke the US, targets on US soil and win. I doubt Russia wants to nuke even a single target, even with a smaller (say 10 kiloton nuke) on Ukrainian soil. Russia does want to use huge, multi-megaton nukes (strategic) on the US.
