The front lights weren't on either, he was driving with just the DRL's on. Nowadays those are fairly bright and lots of people mistake the light coming off them for actually having the headlights on and just running the DRL's doesn't turn on the taillights on the majority of cars. If he hadn't been a prick about the stop he would have been let off with a warning. Attitude gets you fines and dismissing an officer after he tells you that he's ending the traffic stop because he has better things to do makes you look like an idiot.
