Minor quibble… Hydrogen and oxygen are the most and third most elements in the universe. Water is the third most common molecule. Current estimates are that there is 25-50 TIMES more water in our solar system than in Earth. Very likely, this is true of much of the universe. And it is much less resource intensive to grab a comet (mostly water ice) from the Oort Cloud than to lift water from Earth.
