I mean, sure. I doubt there's going to be a lot of breaking Jaxis as a commander unless you include stuff like Madness. I view Jaxis more as a piece for other decks, like if Brudiclad was your commander. Imagine if every creature token you controlled had half a Skullclamp. That's pretty neat. Worst case scenario, you could just wipe the board to reset the state, but you'd get to go through way more of your deck than your opponents to recover. In an Obeka deck you could make it so you get to keep the token(s). I think we'll need to see some Blitz synergy before I'd consider using this card as the commander of a deck. It's just a bit slow and expensive for something that others can do, like Feldon of the Third Path, Delina, Wild Mage, Kiki-Jiki, Mirror Breaker and Rionya, Fire Dancer. I don't think Jaxis, the Troublemaker is a bad card, and I like that red is leaning into copying creatures. It's just that we, considering just mono-red, now have five commanders that are pretty similar; they cost about the same to cast, and they're not so different that I'd say one is strictly better than the others. Delina is kind of like a Mirror March but has to attack, Feldon hits stuff in your graveyard, Jaxis has some kind of Dash, Rionya is like a red Brudiclad where instants and sorceries matter, and Kiki-Jiki is the OG, and is arguably the most powerful of all of these from the get-go. I don't mean to bash the cards; it's cool that they've played around with this design, and I'd love to see more. It's just unfortunate that they're different enough to where I don't know if you'd want to put too many of them in the same deck (again, they're all placed around the same spot on the curve), and thus they're really just the same effect every time with some key differences in cost, scope and efficiency. Hope to see more spicy stuff, because I don't mind the options we have already. Of course, Jaxis' ability doesn't evade commander tax, but it's neat to be able to knock 2 off the casting cost if you really just need the copy.
