Japan attacked Yugoslavia because they did Tripartite pact focus. When this focus is done and Germany is not fascist, the game will locate the second most powerful fascist nation (Japan) and the alliance proposal from Yugoslavia goes to them. Then because you did the historical british decision ("Prince Paul is illegitimate"), Yugoslavia backed out from the Tripartite pact resulting in Japan getting a war goal on them.
