Great Game from the looks of it
The "has failed its city" line comes from the Green Arrow comics and TV show, where before he attempts to apprehend someone, he always says, "<InsertName>, you have failed this city"
I'm surprised it was launching the medium rockets at the small spaceport. It never used to do that.
Check out the available managers. You can hire one that will automatically handle the static firing of new rockets. Also one that will auto-accept contracts, etc.
