  1. 07:10 Missile damage is not affected by vector of missile or target.
    There are three variables for missile damage:
    Missile' explosion speed vs Target' speed.
    Missile' explosion radius vs Target' sig radius.
    Missile' damage vs Target's resist %.

  2. Considered a painter instead of one of the webs? I admit my knowledge of the game is about a decade out of date though so I might be talking gibberjabber, still trying to learn everything about how stuff works these days.
