Controversial opinion but i think pistols should be unlootable like melee weapons. To balance it you would make high tier pistols be super rare (think red rebel), same for pistol mods.
Right now the utility/cost of running a pistol is just too low (even with jamming). I think it would be cool to have a signature pistol with me every raid, especially if they are super super rare.
Now do it with a kektor and a 18c Glock.
