Honestly, I was going to try and work in how Marley has committed as much crimes as Eren Yeager before the Rumbling, but I ran out of time. Sending Titans to Paradi, recruiting young Eldians to become Titans, and dropping Titans on enemies as a war tactic are all unforgivable war crimes.

Looking the title alone, he is. Dude litterly tried to used a million monsters to crush every living thing on the planet… all the plant life, every animal, vegetable and mineral, would've been stomped out, which is actually stupid, because eventually all the people on Paradis would die anyway.
