If you're lithoid and have a revive the dead trait, you can resurrect the Rock Brain. Then you have a pet rock for your empire.
There is one more dumb empire. The one in the astral roft that cleaned itself to death. Do you remember when you find a body and a broken robot?

Looking at the new administration's first actions, which include deprioritizing the planet-threatening problem of climate change or defunding the WHO after a pandemic had just shown how destructive it can be, it seems more and more like we are one of these bafflingly stupid empires destroying themselves for no reason at all other than "their leaders and those electing them were stupid". A shame.
This reminds me of the moon bump excavation site I got one time where a civilization tried to pull in their moon using powerful magnets to mine it faster, went as well as you would expect

Damn that last cutscene section was so freaking epic it actually brought a tear to my eye.
Prikki-Ti is probably a reference to the Krikkit from Hitchiker's Guide, another genocidal race imprisoned in a time loop on their planet by the victors of a vast galactic conflict against them.

The best way to interrupt the time loop of the little Prikks is by pointing a Colossus at the planet, if you ask me.
I had an empire release the prikkk-ki those cute lizards that hate you and everything… probably a space cat joke thing. They control one third of the galaxy.
