Humanoids can get Lycanthrophy but what about…I don't know, a Treant?
I've always thought it's obvious that remove curse is supposed to remove a magically bestowed curse such as something a hag would do. The werewolf is more of a biological contraction and works different. I also think the designers have done a bad job making it obvious what is a quest hook or something to plot a side quest or even campaign around. When they put the tid bit in the monster manual about the curse I think that's supposed to be some kind of quest hook or side quest and if a dm or the player characters are really into it it could be a campaign.
