You should ALWAYS make sure you are clear to make a left. The sister is just as much at fault as is the cop. Just because you think you have the right of way doesn't give you a magic SHIELD to proceed. I've had maniacs run the red while I was waiting to make a left and if I had thought "oh well it's yellow so it's my turn to make a left so let me turn a BLIND EYE TO POSSIBLE ONCOMING TRAFFIC and go" while a psycho is barreling down the road at 95mph? You cannot be too careful on the road.
