Prosecutors are seeking the death penalty in a murder-for-hire plot investigation involving a California Highway Patrol captain. Court documents obtained by KCRA 3 reveal why. Thomas O’Donnell is accused of conspiring with CHP Captain Julie Harding to murder her estranged husband, Michael Harding, for money, according to the documents prosecutors filed in Cumberland County Circuit Court in Kentucky in April. Michael, who owned Around the Clock Heating and Air, was the go-to fix-it guy in his Sacramento neighborhood on Woodforest Drive, where he lived with his wife, Julie.
